Rachel Phipps

Rachel Phipps, a Democrat, is running for the Maine House of Representatives, District 135, in 2026. A Kennebunk resident, Phipps has a Master of Social Work and a 27-year career in the field. She served two terms on the Kennebunk Board of Selectmen and eight years as Youth Services Coordinator for Kennebunk and Kennebunkport. Phipps is personally motivated by her experience losing health insurance due to high costs, advocating for legislation to lower healthcare expenses and ensure fair prices. Her policy interests also include promoting student-centered learning, improving post-secondary opportunities, diversity, and restorative justice in schools. She will compete in the Democratic primary on June 9, 2026.
