An attorney and former member of the Gary Common Council, Hatcher serves as the ranking minority member of the House Government and Regulatory Reform Committee. She holds a bachelor's degree, an MBA, and a Juris Doctor from Valparaiso University, along with a master's in finance from Indiana University. She is the daughter of former Gary mayor Richard G. Hatcher.
