Ralph Foster, 61, born in Ironton, Missouri, has lived in Montana for 40 years, residing in St. Ignatius with his wife Phyllis and their two children. A Christian, he holds an associate degree and studied mortuary science, working as a funeral director. Since 1996, he has co-owned Foster Funeral Home and Crematory in St. Ignatius, a business incorporated under the CSKT, of which his wife is a member. Foster proposes property tax relief by pegging values to purchase prices for families and calls for accountability standards for fund recipients, restricting discretionary spending.
