Richard Gerard Wells Jr. was born and raised in Milton, Massachusetts, and is a graduate of Milton High School. He earned a bachelor's degree in criminal justice administration from Western New England College in 1985 and a graduate degree in criminal justice administration and public policy from Boston University in 1998. He served on the Milton Police Department for 32 years, the last nine as chief of police, and has served on the Milton Select Board since April 2017, including as chair.
