Robert Barr was born in Winston-Salem, North Carolina. He earned a bachelor's degree in intermediate education from Winston-Salem State University in 1988 and a Master of Education from Wake Forest University in 1999. Barr worked as a teacher and curriculum coordinator for Winston-Salem/Forsyth County Schools for 14 years. He has also served as a staff pastor for Agape Faith Church since 2002 and was a trustee for Winston-Salem State University. He was first elected to the school board in 2014 and won his current term in the general election on November 8, 2022, with his term ending in 2026.
