Born and raised in Southfield, Michigan, he earned a bachelor's degree in history from Ferris State University. Foster has a professional background in law enforcement, having served as a police officer in Detroit and Dallas, and has worked as a teacher. He served in the U.S. Army Reserve from 2016 to 2019. Foster previously ran for the U.S. House of Representatives and Southfield City Council.
