Spilman has deep community roots, having chaired the Mandan Economic Development board for eight years and serving as a board member for two decades, alongside extensive volunteer work. He is running due to concerns about current leadership's policies and their impact on the state, emphasizing his skills in budgeting, strategic planning, and effective communication to benefit North Dakota. He lives south of Mandan with his wife Kelly and has five children.
