Troy Anthony Carter Sr. is the U.S. Representative for Louisiana's 2nd congressional district, an office he has held since 2021. A native of New Orleans, Carter earned a bachelor's degree from Xavier University and a master's degree from the University of Holy Cross. Before his election to Congress, he served on the New Orleans City Council, the Louisiana House of Representatives, and the Louisiana State Senate, where he served as Senate Minority Leader.
