Betty Stocks is a native of Concord and a graduate of Concord High School. She holds an Associates Degree in Criminal Justice from Rowan Cabarrus Community College, a Bachelor of Arts in Criminal Justice from Barber-Scotia College, and a Master of Public Administration from the University of North Carolina at Charlotte. She also has a professional certificate from Cornell University. Stocks worked for the City of Concord Police Department for over 28 years, retiring in 2019 with the rank of Deputy Chief of Police. She was first elected to the city council in 2021.
