His professional background includes experience as an entrepreneur and a union leader. He served as President and CEO of Jesus Christ Bail Bonds and was the former Executive Director for the Maryland State Court Employees Union, AFSCME Local 3624. Chapman’s policy interests include supporting educational reforms and the creation of free local health clinics and hospitals. He earned an associate's degree in paralegal studies from Baltimore County Community College in 2002.
