Carl "Ray" Russell is a current member of the Watauga County Commission. He previously served in the North Carolina General Assembly, representing the 93rd House district from 2019 to 2021. Russell was a professor in the Computer Science department at Appalachian State University from 1991 until 2021. He holds bachelor's degrees in computer science and religion, master's degrees in computer science and mathematics, and a Ph.D. in computer science from Georgia Institute of Technology. He is also known as the founder of the popular local weather website, RaysWeather.com.
