David Marks

David Marks is a Republican member of the Baltimore County Council, representing Councilmanic District 5 since 2010. With a background in transportation policy and special education, he has focused on improving schools, expanding parkland, and implementing government reforms. Marks has been recognized for his work in historic preservation and has a record of working across party lines on development and environmental issues. He previously held positions at the Maryland Department of Transportation and the Federal Highway Administration. A lifelong resident of Baltimore County, he is a graduate of the University of Maryland and Johns Hopkins University.
