Smallwood is a Community Detention Officer Supervisor and has a history of civic engagement, including founding the Mary E. Rodman Football Organization and serving as a certified gang liaison for the Department of Juvenile Services. He previously ran for Baltimore City Council in 2016, prioritizing resources for seniors, youth initiatives, public safety, and affordable housing.
