Born in Lake Charles, Louisiana, he earned a bachelor's degree from the University of Michigan in 1966 and a law degree from Indiana University in 1969. O'Connor has extensive experience as a federal trial and appellate lawyer specializing in patent and antitrust litigation, and also served as a Public Defender and Air Force J.A.G. officer.

O'Connor emphasized the urgent need to protect Lake Okeechobee, adjacent waterways, and beaches from man-made pollution, saying he will do everything in his power to protect Florida's water.
