Gabriel Moreno is an attorney and nonprofit executive serving as a Democratic member of the Maryland House of Delegates, representing District 39 in Montgomery County. Appointed by Governor Wes Moore, he was sworn into office on January 10, 2024. Born in El Paso, Texas, to immigrant parents from Mexico, Moreno has dedicated his career to public service. He earned Bachelor of Arts degrees from both Texas A&M University and the University of Texas at El Paso, followed by a Juris Doctor from the Massachusetts School of Law. Prior to his legislative role, he was CEO of Luminus, a nonprofit supporting immigrants, and a national senior attorney at Kids in Need of Defense. Moreno has also served on the Maryland Commission on Hate Crime Response and Prevention and the Governor's Commission on Hispanic Affairs.
