Harold Owen was first elected to the Burlington City Council in November 2017 and is the current Mayor Pro Tem. He is seeking a third term. Prior to his election, Owen had a 40-year career in Burlington's city government, including serving as the Director of Recreation and Parks for 14 years and as City Manager from 2002 to 2015. He holds a Bachelor of Science in Recreation Resources Administration from North Carolina State University and a Master of Public Affairs from the University of North Carolina at Greensboro.
