Harold Thomas Owen

Harold Thomas Owen is the current Mayor Pro Tem and was first elected to the Burlington City Council in November 2017, with a second term beginning in 2021. Prior to his election, Owen had a 40-year career with the City of Burlington, serving as the Director of Recreation and Parks for 14 years and then as City Manager from 2002 to 2015. He holds a Bachelor of Science from North Carolina State University and a Master of Public Affairs from the University of North Carolina at Greensboro.
