Heather Luper

Heather Luper is a Democratic candidate for the U.S. House of Representatives in Maryland's 5th Congressional District. A Licensed Certified Social Worker-Clinical (LCSW-C) with a Master of Social Work, her career began in Baltimore, Maryland, supporting medically-fragile infants and toddlers in specialized foster care. She later joined the Baltimore County Department of Social Services, assisting children, teenagers, and families in crisis. Luper subsequently worked for 23 years at the Department of Veteran's Affairs (VA). In her capacity as a VA Central Office social worker, she facilitated public-private partnerships to benefit the veteran community and co-led the Veteran Sponsor Partnership Network.
