Herbert Louis “Tooie” Hales II is the current mayor of Kenly, with his term expiring in December 2025. He is a professional engineer and a graduate of N.C. State University. His previous political experience includes serving on the Kenly Town Council for four years and a prior six years as the town's mayor. In 2022, during his time as mayor, the town's entire police force resigned, citing a hostile work environment under a newly hired town manager.
