Jean-Paul "JP" Morrell is the incumbent Councilmember At-Large for Division 2 and currently serves as the New Orleans City Council President. He was elected to the City Council in 2021 and assumed office in January 2022. Prior to his role on the council, Morrell served in the Louisiana State Senate from 2008 to 2020 and the Louisiana House of Representatives from 2006 to 2008. He earned a B.S. from Spring Hill College and a Juris Doctorate from Tulane University Law School. His early career was as a public defender with the Orleans Parish Office of Indigent Public Defender Program.
