Jacqueline Phillips is an incumbent Democratic Representative for House District 31 in the Colorado General Assembly. An attorney by profession, she holds degrees from the University of Northern Colorado and the University of Denver. As a legislator, Phillips serves on the House Committees for Transportation, Housing and Local Government; Education; and Transportation Legislation Review. She is actively engaged in the 2026 legislative session, having sponsored several bills concerning issues such as firefighter safety, tenant utility billing regulations, the elimination of duplicative regulation for school child care centers, and the restructuring of homeless prevention programs. Phillips is seeking re-election.
