James Gallagher is a California State Assemblymember representing District 3, a position he has held since 2014. He served as Assembly Minority Leader from 2022 to 2025. Before his election to the state legislature, he served on the Sutter County Board of Supervisors for six years. Gallagher is an attorney and a partner in his family's farming business. He earned a bachelor's degree from UC Berkeley and a law degree from UC Davis. He is running for California's 1st Congressional District.
