Terrasa earned a bachelor's degree in sociology from the University of Maryland and a J.D. from the University of Baltimore School of Law. She began her legal career as a law clerk for judges on the Maryland Court of Appeals and the Howard County Circuit Court, and worked as a family law attorney. Terrasa represented District 3 on the Howard County Council from 2006 to 2018. In 2018, she was elected to the Maryland House of Delegates to represent District 13, where she has served on the Environment and Transportation Committee.
