Carter, she has continued his legacy of advocacy. Carter has extensive legislative experience, having represented District 41 in the Maryland House of Delegates from 2003 to 2017 and the State Senate from 2018 to 2025. A graduate of the University of Baltimore School of Law, she has championed criminal justice reform and equity throughout her career. Now, Jill P.
