Ruddy grew up in Polk City, Iowa, and earned degrees in Business Administration from Purdue University Global. On the council, he serves on several boards, including the Des Moines Metropolitan Wastewater Reclamation Authority Board and the Metro Waste Authority Board. He and his wife, Jenny, have two children.
