Born in Silver Spring, Maryland, Watkowski earned an associate degree from Howard Community College, a bachelor's degree in finance from Salisbury University, and her J.D. from Widener University. She began her career as a law clerk for the Worcester County Circuit Court. She later served with the Maryland Office of the Public Defender as a supervising attorney and worked in civil litigation at Booth, Cropper & Marriner.
