Lisa Qualls is the incumbent Commissioner for Ward 4, first appointed in 2011, and has served multiple terms. She served as Mayor Pro Tem from 2019 to 2023. Qualls is a graduate of Ohio University and has received several awards, including the Duke Energy Citizenship & Service Award in 2008 and the 50 Most Influential Women award in 2012. She also serves as the chair of the Charlotte Regional Transportation Planning Organization.
