Born in Mexico, he became a naturalized U.S. citizen and served 23 years in the Army and Marine Corps, retiring as a lieutenant colonel. He currently serves as the CEO of the Clovis Veterans Memorial District. Rios previously taught leadership at West Point and Fresno State. His campaign focuses on agriculture, water policy, securing the border, and the Central Valley economy.
