Marvin E. Holmes, Jr., born in Cleveland, Ohio, on November 27, 1948, is a Democratic member of the Maryland House of Delegates. He has represented District 23 since January 8, 2003, having previously served District 23B. Holmes attended Tuskegee University before serving in the U.S. Coast Guard from 1970 to 1974. His professional background includes experience in real estate and civil engineering project management. Within the legislature, he is a member of the Environment and Transportation Committee and has chaired its housing and real property subcommittee. He also holds memberships in the Legislative Black Caucus of Maryland and the Maryland Veterans Caucus.
