Melvin Carter is the 55th and first African American mayor of St. Paul, first elected in 2017 and reelected in 2021. A fifth-generation resident of St. Paul, he grew up in the Rondo neighborhood. Prior to becoming mayor, he served on the St. Paul City Council, as Director of the Minnesota Office of Early Learning, and as Executive Director of the Minnesota Children's Cabinet. He holds a Bachelor's Degree in business administration from Florida A&M University and a Master of Public Policy from the University of Minnesota's Humphrey School of Public Affairs.
