Terence Gray grew up on the Outer Banks and graduated from Manteo High School. He has a long history of public service, having previously served as a Kill Devil Hills Commissioner from 1991 to 1993 and as Mayor for a two-year term starting in 1993. He was elected as a commissioner again in 2017 and has served since. His professional background includes 24 years with the NC DOT as a Ferry Operations Manager and management positions at Barker Automotive Group and Youngs Auto Supply Warehouse. Gray is also the lead organizer for the Dare County Motorsports Charity Group, a non-profit that raises money for underprivileged children. He and his wife, Jane, have four children who all graduated from Dare County Schools.
