Arthur M. Frank is a Democratic judge and attorney serving as a Judge of the Orphans' Court for Baltimore County, Maryland. First elected to the bench in November 2014, Frank has been re-elected to successive terms, taking oaths of office in 2018 and 2022. During his tenure, he has served as Chief Judge of the court and advocated for non-partisan judicial elections. Before his election, Frank spent his career as an attorney in private practice at the law firm of Frank and Wyman. He earned an undergraduate degree from the University of Baltimore in 1974 and his J.D. from the University of Baltimore School of Law in 1976. He withdrew his 2026 candidacy.
