Cliff L. Jolliff earned an A.A. degree from Oxford College of Emory University in 1973, a B.A. in philosophy from the University of Florida in 1975, and a J.D. degree from the Walter F. George School of Law at Mercer University in 1978. He worked as an attorney in private practice from 1978 to 1992. In 1990, he was appointed as a part-time judge for the juvenile court and became a full-time judge in 1992 for the Dawson and Hall county juvenile courts, retiring at the end of 2014. He has served as the former president of the Georgia Council of Juvenile Court Judges and was an appointed member of the Georgia Commission on Family Violence and the Supreme Court Child Placement Project.
