Shannon Baxter has been a Town Commissioner in Zebulon since 2019, with her current term ending in 2027. She is also a beekeeper and owner of Baxter's Bees. During the COVID-19 pandemic, she created a feeding program that provided over 22,000 meals to the community and collaborated with Wake County to run a Food Hub in Zebulon.
