Thomas Legrand, Jr. and his wife, Takeda, moved to Wingate in 2006. He is a graduate of Anson Senior High School and Fayetteville State University. He works for the Federal Bureau of Prisons as a Vocational Training Instructor. Before his election to the Board of Commissioners, he served on the Town of Wingate Planning Board and coached youth sports.
