Timothy 'Dillon' Heikens graduated from East Carolina University and moved to Kill Devil Hills with his wife, Emily, and daughter, Penelope. He was appointed to the Board of Commissioners in March 2024 to fill a vacant seat. Prior to his appointment, he served on several town boards, including the West Side Recreation Group, the Planning Board, the Historic Landmarks Commission, and as an alternate on the Zoning Board of Adjustment.
