She has served on the school board for seven years and was named chair for the 2025 calendar year. Mullins earned a bachelor's degree from the University of Virginia at Wise, a master's degree and administrative certification from Salem University, and a second master's degree as a Reading Specialist from Radford University. She has also taught college-level classes for several institutions, including Southwest Virginia Community College and Bluefield State University.
