He represented the 15th district until 2024, and the 33rd district in 2024-2025, covering the Shenandoah Valley region. Throughout his tenure, he held several leadership positions, including House Majority Leader (2018-2020), House Minority Leader (2020-2022; 2024-2025), and served as the 57th Speaker of the Virginia House of Delegates from 2022 to 2024. Gilbert earned his Bachelor's degree in government from the University of Virginia in 1993 and his Juris Doctor from the Southern Methodist University School of Law in 1996. His professional career includes experience as a prosecutor and running a private law practice.
