Rosie holds a Bachelor of Science Degree in Education and Sciences from Old Dominion University and a Master's Degree in Counseling and Discipleship from Trinity Evangelical Divinity School. Prior to his election to the Board, he served for 16 years as a member of the Isle of Wight County Planning Commission. His current term expires on December 31, 2025.
