He holds a Bachelor of Science Degree in Psychology from Old Dominion University. Brewer is a community volunteer and a member of the Gloucester Educational Foundation. He and his wife, Alicia, reside in Gloucester Point and have grandchildren enrolled in Gloucester County Public Schools.
