Hubert Pannell has served on the Halifax County Board of Supervisors since 2014 and has previously served as its chairman and vice-chairman. He holds a Bachelor's Degree in Human Resources and Administration from Saint Leo University and a Doctorate's Degree in Theology from Jacksonville Theological Seminary. His work in the community includes projects to provide housing in rural areas and a passion for helping high school students achieve their goals. He is also the Chairman of the Tri-County Community Action Agency Board.
