James "Jim" Cullen has a dual career in law enforcement and the military spanning four decades. He served as a municipal police officer and executive in the New Jersey/New York City area from 1985 to 2015. Concurrently, he served as a U.S. Coast Guard officer from 1997 to 2024, retiring as the Chief Evaluation Officer. His roles in the Coast Guard included Chief of Police, Chief of Weapons Systems, and Chief of Sea Marshals. He was a RAID Team leader in Iraq and Afghanistan, earning a Bronze Star Medal. After retiring from municipal police leadership, he volunteered for a decade with the Portsmouth Sheriff's Office as a bike patrol deputy and community engagement supervisor. He holds a Doctor of Law from Rutgers and multiple master's degrees in public policy and security.
