James L. "Lou" Spencer

James L. "Lou" Spencer is the Assistant Business Manager for the UA Local Union No. 5 Plumbers and Gasfitters, which serves Washington D.C., Northern Virginia, and Southern Maryland. He also serves as the Secretary-Treasurer for the Virginia Building and Construction Trades Council. In December 2022, he was appointed by Governor Glenn Youngkin to the Virginia Board for Contractors. Locally, Spencer serves on the Essex County Planning Commission and the Local Board of Building Code Appeals. He has been an active participant in local governance, addressing the Board of Supervisors on civic matters such as road maintenance.
