James V. Tully is a U.S. Marine Corps veteran who served during the Gulf War from 1986 to 1991. Born in Alexandria, Virginia, he is the son of a U.S. Marine and a Guatemalan immigrant. After his military service, he earned an associate degree from Northern Virginia Community College and a bachelor's degree from George Mason University. His career includes working as a retired Deputy Lieutenant Sheriff for Fairfax County and as the Domestic Operations Officer for the Virginia National Guard during the COVID-19 pandemic. He currently serves as the Deputy Superintendent of the Rappahannock Regional Jail. He and his wife, a U.S. Navy veteran, have three children.
