Josephine C. Garcia has a career in public service of over two decades. She began working in former Mayor Sharpe James's administration in 1998. Since 2006, she has served as Chief of Staff for Newark Councilman-at-Large Carlos M. González and also works as a Legislative Aide to Assemblywoman Shanique Speight. Garcia was first elected to the Newark Board of Education in 2017 and served as its president from 2018 to 2021. Her tenure included the district's return to local control and the appointment of a new superintendent. She is also the President of the Puerto Rican Day Parade of Newark.
