Marcia 'Cia' Price is a lifelong resident of the Virginia Peninsula and has served in the House of Delegates since 2016. She is the daughter of former Newport News Mayor McKinley L. Price. She earned a B.A. from Spelman College and a Master's degree from Howard University. In 2016, she founded the Virginia Black Leadership Organizing Collaborative (VA BLOC), a non-profit focused on civic involvement and leadership development.
