He previously served on the Chesapeake City Council from 2018 to 2021. Hamel is a veteran who served as a Navy JAG attorney and prosecutor and was deployed to Iraq. He continues to serve as a Commander in the Navy Reserves. He earned his undergraduate degree from the College of the Holy Cross and his Juris Doctorate from Rutgers University School of Law. Before his election, he founded a law firm focused on military service members and their spouses. He is a life member of VFW Post 2894 and has served on the YMCA's Board of Directors.
