Norman "Rocky" Holcomb III is the incumbent Sheriff of Virginia Beach, having assumed office on September 29, 2023. His career in law enforcement began in 1991 as a Deputy Sheriff Recruit, and he has since served in every division of the Virginia Beach Sheriff's Office. He was promoted to Chief Deputy in 2018. Holcomb is a veteran of the United States Marine Corps. He earned a bachelor's degree in organizational leadership and management from Regent University. Previously, Holcomb served as a member of the Virginia House of Delegates for the 85th district from 2017 to 2018 and on the Virginia Beach City Council from 2021 to 2023.
