Phil M. Hernandez is an American politician and civil rights attorney serving in the Virginia House of Delegates since 2024. Born and raised in Hampton Roads, he graduated from the College of William & Mary and earned a Juris Doctor from the University of California, Berkeley, School of Law. Prior to his election, he worked as a senior policy analyst in the Obama Administration and for a nonprofit focused on increasing teacher pay and funding for public schools. He represents the 94th district, which is located in the city of Norfolk.
