Phillip "Phil" Rubin is an attorney and a Democratic member of the North Carolina House of Representatives for District 40 in Wake County. He was appointed to the seat on January 29, 2025, to fill a vacancy. His career includes serving as a federal prosecutor, a Special Deputy Attorney General at the North Carolina Department of Justice, and an Assistant U.S. Attorney. He has focused on constitutional litigation and online child safety. Rubin graduated magna cum laude from the University of Georgia and summa cum laude from Duke University School of Law, where he was editor-in-chief of the Duke Law Journal. He also clerked for Chief Judge David Sentelle of the U.S. Court of Appeals for the D.C. Circuit.
